APIAC Hong Kong Arbitration Center to Open Office in Khorgos Yilu International Legal Zone

On August 29, 2024, the Asia Pacific International Arbitration Chamber (APIAC) Hong Kong Arbitration Center signed an agreement with the Khorgos Municipal Government, marking the establishment of the APIAC Hong Kong Arbitration Center within the zone.

The signing and unveiling ceremony was presided over by Gu Junsheng, a member of the Khorgos Municipal Standing Committee and Secretary of the Political and Legal Affairs Commission. The event was attended by Feng Zhuo, a member of the Ili Kazakh Autonomous Prefecture Party Standing Committee and Secretary of the Municipal Party Committee; Wang Jianfeng, a member of the Khorgos Municipal Party Leadership Group, Deputy Mayor, and Secretary and Director of the Public Security Bureau Party Committee; Li Xinyi, Secretary-General of the APIAC Hong Kong Arbitration Center; Liu Tie, Chief Representative of the Guangdong Provincial Economic and Trade Office in Singapore and Director of Standard & Partners Law Firm; Fan Xuejun, Senior Partner, Executive Director of Standard & Partners Law Firm, and President of the Khorgos New United Association; Luo Zhangwu, Legal Advisor to the Embassy of the People's Republic of China in Malaysia and President of the Malaysia-China Legal Association; Chen Feinian, Senior Partner of Shanghai Zhongxia Law Firm; Huang Wantao, Director of Xinjiang Yuanye Accounting Firm; Zhu Liwen, Director of the Yining Office of Guangdong Jutong Law Firm; Xu Jiezhi, Vice President of the Yili Prefecture Federation of Industry and Commerce (General Chamber of Commerce), Executive Vice President of the Xinjiang E-Commerce Association, and Chairman of the Ili Kazakh Autonomous Prefecture Internet Creators Alliance; Ma Fuming, President of the Khorgos International Chamber of Commerce; Yang Yanyi, Party Branch Secretary of the Khorgos Federation of Industry and Commerce and Vice President of the New United Association; Hali Nusuf, President of the Khorgos Import and Export Commodity Association; Xun Quanxue, President of the Khorgos Commercial Union; along with leaders from the Khorgos Municipal Court, Procuratorate, Public Security Bureau, Bureau of Justice, Bureau of Industry and Information Technology, Bureau of Commerce, Administrative Office, Tax Bureau, Port Administration Bureau, Comprehensive Bonded Area Office, Foreign Affairs Office, and Federation of Industry and Commerce. 

In his speech, Feng Zhuo, a member of the Ili Kazakh Autonomous Prefecture Party Standing Committee and Secretary of the Municipal Party Committee, warmly welcomed the APIAC Hong Kong Arbitration Center's establishment and noted that the opening of the Khorgos office is a practical necessity for advancing foreign-related legal frameworks in Khorgos. It is also a strong measure to implement the directives of the 20th Third Plenary Session of the Party to strengthen foreign-related legal frameworks. This initiative is of great significance for further enhancing the level of foreign-related legal development in Khorgos and promoting the liberalization and facilitation of foreign trade exchanges and investment.

Li Xinyi, Secretary-General of the APIAC Hong Kong Arbitration Center, then delivered a speech, stating that the APIAC Hong Kong Arbitration Center, as a local arbitration institution in Hong Kong managed and guided by the Asia Pacific International Arbitration Chamber (Singapore), will leverage its unique geographical location and abundant resources, combining the essence of Singapore and Hong Kong’s legal systems and practical experience to provide top-tier arbitration services for commercial disputes worldwide. She highly praised Khorgos for its excellent business environment and rapid development in foreign-related legal services and expressed that the establishment of the APIAC Hong Kong Arbitration Center in Khorgos represents an important expansion of the APIAC’s business footprint along the Belt and Road countries and regions.

The establishment of the APIAC Hong Kong Arbitration Center office in Khorgos is a significant strategic initiative for the Asia Pacific International Arbitration Chamber. In the future, the Khorgos office will fully utilize the platform provided by the Khorgos Yilu International Legal Zone to actively participate in the construction and development of foreign-related legal services in Khorgos, providing more professional and efficient arbitration services for resolving cross-border investment and trade disputes in Central Asia and beyond.
