The Asia Pacific International Arbitration Chamber East China Service Center (Zhejiang) was officially unveiled in Qiantang New Area, Hangzhou

On the afternoon of January 19, 2024, the Administrative Committee of the Hangzhou Qiantang New Area (“Administrative Committee”) and the Asia Pacific International Arbitration Chamber (“APIAC”) held the "Cooperation Agreement Signing Ceremony and Unveiling Ceremony of the Asia Pacific International Arbitration Chamber East China Service Center (Zhejiang)" in Qiantang New Area, Hangzhou.

The ceremony was hosted by Deputy Director Li Jianming of the Hangzhou Comprehensive Bonded Zone Management Office. The event was attended by Li Jun, the Deputy Director of the Administrative Committee and member of the Party Members' Group of District Government, Director Zhu Zheng of the Hangzhou Comprehensive Bonded Zone Management Office, Ma Zhanjun, President of the APIAC, Xie Bin, Director of the APIAC East China Service Center (Zhejiang), Professor Lu Yongdi, a distinguished professor at the Shen Junru Law School of Hangzhou Normal University and Chairman of the Judicial System Reform Research Association of the Zhejiang Law Society, as well as officials from the district government office, district court, bureau of commerce of district, district administrative examination and approval authority, and representatives of outstanding enterprises in the district.

President Ma Zhanjun, representing the APIAC, delivered a speech during the ceremony, expressing sincere gratitude to the leaders of Qiantang New Area who attended the meeting, as well as the guests present. He pledged that the APIAC East China Service Center (Zhejiang) would adhere to the principles of fairness, independence, efficiency, and professionality, providing first-class arbitration services to all parties. Leveraging advanced technology and innovative arbitration processes, the APIAC aims to offer fast, convenient, and reliable disputes solutions for the parties involved. The arbitrator panel of the APIAC, consisting of experienced professionals with profound legal knowledge, would ensure the fairness and authority of the arbitration process. Additionally, the APIAC is committed to promoting the popularization of arbitration culture and strengthening cooperation and communication with domestic and international arbitration institutions. President Ma stated that the APIAC would gradually complete its system layout: the headquarters approved by the Ministry of Law in Singapore and arbitration centers established in Hong Kong, Chongqing, and Sichuan. The East China Service Center (Zhejiang) has now been inaugurated, and branches in Malaysia and Indonesia in Southeast Asia are set to be established soon, with plans for future branches in Thailand and Vietnam.

The establishment of the APIAC East China Service Center (Zhejiang) holds significant importance as the first service center of the APIAC in East China. It aims to radiate the East China region, providing high-quality international arbitration legal services for numerous Chinese enterprises going global, starting from the Qiantang New Area in Hangzhou. President Ma Zhanjun also expressed that the APIAC settled in Qiantang New Area would make a significant contribution to the business environment in Hangzhou and even Zhejiang province.

Li Jun, Deputy Director of the Administrative Committee and member of the Party Members' Group of District Government, delivered a speech at the event. She warmly congratulated the signing and completion of the project and extended a sincere welcome to the establishment of the APIAC in Qiantang New Area. She stated that since 2023, guided by the Three "Number One Projects" of the provincial party committee, Qiantang has been focusing on digital-driven upgrades, embracing the future with openness, and supporting development with a favorable environment. The signing of this cooperation agreement is a vivid practice of the Three "Number One Projects" taking root in Qiantang. She hoped that the signing with the APIAC would serve as an opportunity to engage in multi-level, multi-field, and multi-form cooperation with more international organizations and institutions. This aims to continuously enhance the level of arbitration services, optimize the market-oriented, Legalization, and international business environment, and provide higher-level legal services and guarantees for the high-level construction of Qiantang's industrial new city and the creation of a first-class new area.

Later, President Ma Zhanjun presented a special lecture on "The Important Role and Unique Value of International Commercial Arbitration in Cross-Border and International Disputes" He pointed out that the APIAC not only provides full English services, which is unlike other international arbitration institutions, but also offers full Chinese services throughout the process. At the same time, the APIAC has recruited a group of highly respected, professionally skilled, and internationally influential Chinese arbitrators, which has unique value and significance for Chinese parties choosing the APIAC as their preferred dispute resolution institution. He emphasized that the formulation of dispute resolution clauses is crucial, advising parties to consider the third-country status of the arbitration institution when choosing an international arbitration organization. Special attention should also be given to the selection of language of arbitration proceedings, venue of arbitration, applicable law, and the choice of the seat of arbitration, as different choices can result in significant differences in arbitration costs. Finally, President Ma Zhanjun welcomed parties, both domestic and foreign, to consider the APIAC as their preferred dispute resolution institution.
