Asia Pacific International Arbitration Chamber (Singapore) Supports the "Southeast Asia Investment Legal Services Advancement Conference and the Inauguration Ceremony of the High-Tech Zone (Binjiang) Foreign-Related Legal Services Tiantai Workstation", Jointly Building a Legal Protection Network for Chinese Enterprises Going Global

On August 30, 2024, the "Southeast Asia Investment Legal Services Advancement Conference and the Inauguration Ceremony of the High-Tech Zone (Binjiang) Foreign-Related Legal Services Tiantai Workstation" was successfully held.

The conference was jointly guided by the Zhejiang Provincial Department of Justice, Lawyers Association of Zhejiang, Lawyers Association of Hangzhou, and China Chamber of International Commerce Hangzhou Chamber of Commerce. It was co-hosted by the Binjiang District Justice Bureau of Hangzhou High-Tech Zone, Binjiang District Law Society of Hangzhou, Binjiang District Business Bureau of Hangzhou High-Tech Zone, and the Federation of Industry and Commerce of Binjiang District, Hangzhou. The Asia Pacific International Arbitration Chamber (Singapore) and Beijing Tiantai (Hangzhou) Law Firm jointly undertook the organization. The conference also received strong support from the law schools of Zhejiang University of Technology, Zhejiang University of Finance and Economics, China Jiliang University, Humanities and Law School of Zhejiang A&F University, and Shen Junru Law School of Hangzhou Normal University.

Mr. Ma Zhanjun, President of the Asia Pacific International Arbitration Chamber (APIAC), attended the meeting with  Kong Chang and Zhu Jingyu, Chief Representatives of the APIAC East China Service Center. Other distinguished guests included Xu Yaoxue, Director of the Lawyer Work Division and Level I Division Rank Official of the Zhejiang Provincial Department of Justice; Shen Xiaoting, Party Member of the Hangzhou Municipal Committee of the China Council for the Promotion of International Trade Hangzhou (CCPIT Hangzhou), Level II Bureau Rank Official, and Deputy Secretary-General and Vice President of the China Chamber of International Commerce Hangzhou Chamber of Commerce; Cui Haiyan, Vice President of the Lawyers Association of Zhejiang; Shen Haiou, Secretary-General of the Lawyers Association of Hangzhou; Mi Weiqing, Deputy Minister of the United Front Work Department of Binjiang District Committee and Secretary of the Party Group of Binjiang District Federation of Industry and Commerce; Yu Mengxiao, Member of the Binjiang District Committee's Political and Legal Committee and Head of the Law Society; Lu Ting, Deputy Director of the Binjiang District Business Bureau; Deng Bin, Party Member of the Federation of Industry and Commerce of Binjiang District and Secretary-General, and Zhang He, Director of the Management Committee of Beijing Tiantai Law Firm.

Leaders and experts from the law schools of Zhejiang University of Technology, Zhejiang University of Finance and Economics, China Jiliang University, Zhejiang A&F University, and Shen Junru Law School of Hangzhou Normal University, representatives from the China Chamber of International Commerce Hangzhou Chamber of Commerce, the Binjiang District Justice Bureau of Hangzhou High-Tech Zone, foreign-related lawyers, and representatives of foreign-related enterprises attended the conference.

At the beginning of the event, Mi Weiqing, Deputy Minister of the United Front Work Department of the Binjiang District Committee and Secretary of the Party Group of the Federation of Industry and Commerce, delivered a speech for the conference. Minister Mi pointed out that tariffs and trade barriers imposed by countries such as the United States and Europe on China have brought new challenges to Chinese enterprises. The Southeast Asia region, with its unique advantages, has become an important destination for many enterprises to "go global." Minister Mi hopes that enterprises can gain more information support and legal guidance through this event.

Subsequently, Cui Haiyan, Vice President of the Lawyers Association of Zhejiang, delivered a speech for the conference. Vice President Cui warmly congratulated the establishment of the Binjiang District Foreign-Related Legal Workstation. She emphasized the importance of improving foreign-related legal services for the global layout of Chinese enterprises and called on legal elites, scholars, and entrepreneurs to work together to seek high-quality development of foreign-related legal services and to protect Chinese enterprises "going global."


Xu Yaoxue, Director of the Lawyer Work Division and Level I Division Rank Official of the Zhejiang Provincial Department of Justice, and Shen Haiou, Secretary-General of the Lawyers Association of Hangzhou, unveiled the "Binjiang District Foreign-Related Legal Services Tianchi Juntai Workstation."

Shen Xiaoting, Party Member of the Hangzhou Municipal Committee of the China Council for the Promotion of International Trade Hangzhou (CCPIT Hangzhou), Level Il Bureau Rank Official, and Deputy Secretary-General and Vice President of the China Chamber of International Commerce Hangzhou Chamber of Commerce,presented the plaque of "Hangzhou International Chamber of Commerce International Station" to Beijing Tiantai(Hangzhou) Law Firm.

Zhang He, Director of the Management Committee of Beijing Tiantai Law Firm, awarded the "Beijing Tianchi Juntai (Hangzhou) Law Firm Southeast Asia Investment Legal Service Center" with a plaque.

Zhang Yongliang, Vice Dean of the School of Humanities and Law at Zhejiang A&F University, Zhang Youlian, Vice Dean of the Law School at Zhejiang University of Technology, Xu Nanxuan, Vice Dean of the Law School at China Jiliang University, Li Hailong, Vice Dean of the Law School at Zhejiang University of Finance and Economics, and Professor Li Jianzhong from Shen Junru Law School of Hangzhou Normal University awarded the "Foreign-Related Rule of Law Talent Training Practice Base" of Beijing Tiantai (Hangzhou) Law Firm with a plaque.

Under the guidance of the Binjiang District Justice Bureau of Hangzhou High-Tech Zone, the Binjiang District Foreign-Related Legal Services Tianchi Juntai Workstation and the Southeast Asia Investment Legal Service Center of Beijing Tianntai (Hangzhou) Law Firm drafted the Southeast Asia Investment Guide, which was officially released.

Ma Zhanjun, President of APIAC, issued arbitration appointments to Cui Haiyan, Deputy Director of Zhejiang Jinda Law Firm, Zhang He, Director of the Management Committee of Beijing Tiantai Law Firm, Shen Jiaying, Senior Partner of Liuhe Law Firm, and Wang Tianxuan, Senior Equity Partner of Beijing Tiantai Law Firm's Shanghai Branch. APIAC (Singapore) is officially registered with the Accounting and Corporate Regulatory Authority of Singapore, following initial approval from Singapore Ministry of Law. It is committed to providing efficient, fair, economical, and convenient international arbitration services for trade cooperation in Asia and various commercial disputes between China and ASEAN countries. This move is not only a recognition of the professional capabilities of arbitrators such as Cui Haiyan, Zhang He, Shen Jiaying, and Wang Tianxuan, but also reflects the firm steps of the Asia Pacific International Arbitration Chamber in promoting the professionalization and internationalization of international arbitration.

President Ma Zhanjun of APIAC shared on the theme "How Chinese Companies Expanding into Southeast Asia Can Use International Arbitration as a Shield" President Ma introduced the disputes and difficulties encountered by enterprises during their overseas expansion in a simple and profound way and proposed corresponding solutions. He emphasized that APIAC with its reasonable fee structure, professional multilingual services, and independent arbitration centers established in the United States, Canada, Indonesia, Malaysia, Hong Kong, and other countries and regions, can provide high-quality, professional, and convenient legal support for parties from different countries and regions.

Professor Liu Yong from the Law School of Zhejiang University of Finance and Economics shared on the theme "Jurisdictional Obstacles and Response Strategies for Chinese Enterprises to Protect Rights Overseas from the Perspective of Investment Arbitration." Professor Liu used investment arbitration cases to illustrate the ways Chinese enterprises respond during their overseas expansion.

Dr. Ren Tianyi, a lecturer at the Law School of China Jiliang University and a part-time lawyer at Tianchi Juntai, shared on the theme "Core Disputes in SEP Licensing in the Internet of Things Industry: Divisions and Reconciliation." Dr. Ren provided an in-depth explanation of the divisions in SEP licensing and offered suggestions for IoT enterprises.

Lawyer Hu Zongling, Senior Manager of Legal Affairs at Zhejiang Huayou Cobalt Co., Ltd., shared on the theme "Legal Service Practice for New Energy Enterprises Going Global." Lawyer Hu introduced the difficulties and solutions encountered by Zhejiang Huayou Cobalt during its overseas development from her own experience and the perspective of the enterprise.

Lawyer Zhang Wenbo, Director of Beijing Tiantai (Hangzhou) Law Firm, shared on the theme "Fourteen Steps for Chinese Enterprises Going to Southeast Asia." Director Zhang condensed the overseas expansion of enterprises into fourteen steps, providing comprehensive information and strategic support for enterprises going global.

The event concluded successfully. Moving forward, APIAC will continue to uphold its philosophy of efficiency, professionalism, independence, and fairness, give full play to its unique advantages as an international arbitration institution, actively promote connectivity with enterprises, and provide legal support for Chinese enterprises going to Southeast Asia and the world.
