Deepening Cooperation to Promote Development and Working Together to Create a New Chapter | The Asia Pacific International Arbitration Chamber Visits the Guangzhou Arbitration Commission

On June 28, 2024, Ma Zhanjun, President of the Asia Pacific International Arbitration Chamber (“APIAC”), along with Cao Jianxiong, President Assistant and Vice Chairman of the Hong Kong Arbitration Center, Li Xinyi, Secretary-General of the APIAC Hong Kong Arbitration Center, and Cai Yue, Director of the APIAC Southwest Service Center, visited the Guangzhou Arbitration Commission for symposium. Chen Simin, Party Secretary and Director of the Guangzhou Arbitration Commission, Yu Ruizhen, Business Director of the Arbitration Secretariat, and Yuan Fang, Deputy Business Director of the Arbitration Secretariat, warmly welcomed them. Both sides explored their respective advantages and discussed ideas and concepts related to international arbitration, reaching a consensus on strengthening cooperation and collaborative innovative development.

Before the symposium, President Ma Zhanjun and his team visited the cultural corridor and office area of the Guangzhou Arbitration Commission. Following this, both sides watched each other's promotional videos and then engaged in in-depth discussions.

The Guangzhou Arbitration Commission, as one of the earliest arbitration institutions established following the enactment of the “Arbitration Law of the People's Republic of China” in 1995. Its promotional video emphasized its innovative achievements in digital and intelligent arbitration services. APIAC, as an international arbitration institution following name approval by the Singapore Ministry of Law and registration with the Accounting and Corporate Regulatory Authority (ACRA) of Singapore, showed its professionalism and efficiency in the field of international arbitration in its promotional video. By watching the videos, both sides gained a more comprehensive understanding of achievements and also directions for future development of one another, laying a foundation for the following in-depth discussions.

Subsequently, both sides engaged in an in-depth discussion in respect of international arbitration. President Ma introduced the organizational structure and establishment of APIAC. He reiterated that APIAC is dedicated to promoting the efficient resolution for international commercial disputes. Through exchanges and cooperation with the Guangzhou Arbitration Commission. APIAC has been aiming to provide efficient and fair solutions for more international commercial disputes, striving to be a pioneer in the internationalization of commercial arbitration. Furthermore, APIAC has been seeking to offer new ideas for the formulation and innovative development of commercial arbitration rules.

Secretary-General Li Xinyi introduced APIAC Hong Kong Arbitration Center. She stated that the APIAC Hong Kong Arbitration Center is deeply committed in delivering high quality arbitration services for enterprises from the Guangdong-Hong Kong-Macao Greater Bay Area. The panel of arbitrators at the Hong Kong Arbitration Center consists of top arbitration experts all around the world. These experts possess expertise with great diversity, and they are well-versed in international commercial transaction practices and international arbitration rules, ensuring the fairness and professionalism of the arbitration process.

Director Cai Yue introduced APIAC Southwest Service Center. She stated that APIAC Southwest Service Center (Chongqing) aims to support the national strategy known as New Western Land-Sea Corridor by providing comprehensive legal services for cross-border enterprises and international lawyers. APIAC Southwest Service Center (Sichuan) focuses on providing international arbitration consulting services to local enterprises and collaborates with institutions such as Sichuan University and Chengdu University to jointly promote international rules of law and development of individuals with expertise in alternative dispute resolution. APIAC - Legal Service Center for Global Taiwan-invested Enterprises Integrated with RCEP Affairs is dedicated to providing efficient, fair, economical, and convenient solutions for various disputes between Taiwanese enterprise and ASEAN countries, creating a platform for Taiwanese enterprises to expand into RCEP member states' markets.

Director Chen Simin of the Guangzhou Arbitration Commission expressed admiration for the strategic framework of APIAC and looked forward to future cooperation in the field of AI and intelligent technologies with APIAC. He expressed wishes that through the exchanges and collaboration to further solidify Guangzhou’s position as an international arbitration hub and to provide high-quality arbitration services to the parties. He emphasized that the Guangzhou Arbitration Commission will continue to enhance institutional and mechanism reforms with the objective to advance “professionalization, internationalization, digitalization, and intelligence” of arbitration, pioneering the “Guangzhou Standard” for internet arbitration and the “AI Arbitration Secretary” system to ensure high-quality arbitration services for high-quality development in the context of the national strategy. Additionally, he anticipated a broader international exchange and cooperation for the Guangzhou Arbitration Commission in the field of legal services.

During the discussions, both sides engaged in a comprehensive exchange on the innovation and development of arbitration system and explored the potential for collaboration in areas of digitalization and cross-border dispute resolution. They agreed that by strengthening cooperation and communication, the influence and competitiveness of arbitration institutions in the global commercial dispute resolution arena could be effectively enhanced. Arbitration, as a vital mechanism for resolving international trade disputes, holds a significant importance for economic and social development. It is essential for arbitration institutions to collaborate in order to promote the internationalization and digitalization of arbitration services, thereby providing a solid legal support for high-quality development and a higher level open economy.

This visit not only strengthened the relationship between APIAC and the Guangzhou Arbitration Commission, and also laid a solid foundation for a more extensive cooperation between the two institutions in the future. Both sides committed to maintaining close communication and collaboration, working together to advance the prosperity and development of the arbitration sector in the Asia-Pacific region.
